The Failure of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: positive announcements are released from multiple capitals. Immense energy is expended on restraining particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from enemy soil, a ability afforded by timely intelligence. From vantage locations, defense planes that had been deployed to engage hostile cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons thundered: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly transforms into resigned acknowledgment: maybe the approaching threat won't cause damage this time, protecting urban areas from devastation and further power outages.

Persistent Threats

Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a defensive team – probably Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv greeted the early updates: seven people killed, damage and heating outages in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's vital need on external assistance – a reliance that neighboring countries are evidently unprepared to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from US administration sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration operates on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unrealistic to force Russia to surrender the land that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not shift further in its favour in the near future.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a total frontline collapse until situations evolve in its favour.

Existing Situation

Realistically, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their priority does not move to internal issues. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.

These two forces are driving the talks.

Conclusion and Outlook

It took a just a single week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new plans based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
