The residential block known as Wang Fuk Court, housing almost 5,000 inhabitants, had been undergoing major renovations that are believed to be a factor in the origin of the blaze. In the aftermath, the city has experienced profound grief and outrage regarding reported past safety violations by the construction company involved and apparently lax regulation enforcement.
Many citizens have placed bouquets of flowers at an makeshift shrine at the site of the tragedy, which ranks among the worst in the city's history.
